When we provide governments with financing to invest in 项目 -比如修路, 让人们用上电, or treating waste water — we aim to ensure that the people and the environment are protected from potential adverse impacts. We do this through policies that identify, avoid, and minimize harm to people and the environment. These policies require the borrowing governments to address certain 环境 and 社会 risks in order to receive World Bank support for investment 项目. We know from experience that including 环境 and 社会 considerations into project design and implementation improves development outcomes.

保障政策
The current 环境 and 社会 policies of the Bank are known as the "保障政策," the mechanism for addressing 环境 and 社会 issues in our project design, 实现和操作, and they provide a framework for consultation with communities and for public disclosure. Examples of these requirements include conducting 环境 and 社会 影响评估, consulting with affected communities about potential project impacts, and restoring the livelihoods of displaced people.

环境与社会框架
In August 2016, the World Bank adopted a new set of environment and 社会 policies called the 环境与社会框架 (ESF). As of October 1, 2018, the ESF applies to all new World Bank investment project financing. With existing 项目 continuing to apply the 保障政策, the two systems will run in parallel for an estimated seven years.

Performance Standards for 私营部门 项目 Supported by IBRD/IDA - 6月26日, 2012, the Board of Executive Directors approved adoption and application of World Bank Performance Standards to be used for Bank financing or support (e.g., Partial Risk Guarantees) which is destined to 项目, 或组件, 拥有, 构造, and/or operated by the private sector, in place of the World Bank 环境 and 社会 保障政策 (R2012-0130;IDA/R2012-0161). 

Technical assistance for preparatory work for private sector engagement in Public-Private 合作伙伴hips would be eligible, as well as investment operations that include medium -or long-term management contracts, affermage /租赁, 私有化, 让步, and 项目 within the Build-Own-Transfer (BOT) family.  Financial Intermediary lending also is a candidate, provided the Bank lending or guarantee to the financial intermediary is designated for sub项目 implemented by the private sector or private parties.
